I also would say no - at least anime is actually same as every other cartoon (except one thing - it's japanese). Many websites put separate categories for anime and cartoons - this results in "anime is not a cartoon" war, where this side is being occupied by die-hard otakus, opposite side is "weeaboos" and japanese/other asians. Sometimes "anime" categories are being occupied by stuff like avatar the last airbender series and homestuck (they are american, avatar is a cartoon and homestuck is a comic), and wonderful days (which is korean) etc, and sometimes in "cartoon" category stuff like mario, kirby and hello kitty appear (they are all japanese). So, anime=animation=TV show. And no matter if it's for kids or adults, there are many anime shows for kids (they aren't well known outside Japan by the way), and there are plenty of american shows for adults (ever heard of south park, family guy etc?).
One of the reasons why these holy wars appear is because of improper categorizing.
