I think that the OP of a topic, should be able to ban selected individuals from that post. Or at least submit a request for a ban.

The power would probably be abused:-  ex]  > someone falls out with a person > bans them from the thread > they become friends again > the person is still banned.  But the submission thing was a nice idea. But this would probably give the mods more to do, aswell as approvals too. But if we could get something like submissions and they get checked to see if the person did anything wrong in that particular thread, and gets overlooked to be banned or not, I think that's quite a cool idea.
