I think so. The things they do (threats, harassment,physical harm, etc. ) are all things that are against the law. The only thing preventing them from going behind the iron bars is their age. I think children between the ages 6 to 17 would understand how their actions or words would affect others. If they don't then don't we need someone to teach them?

Where I live, bullying is illegal. Children ages ten & over can go to juvinile jail. So where I live, yes. Results may vary where you live.

I'm against bullying.  But they aren't criminals.  Last time I checked (this is for the U.S.A. anyways), there is freedom of speech (verbal bullying), and punching someone (physical bullying), are not against the law.  I don't think that that is something worth going to jail for or anything.  They are just insecure, or mean, people who bully people to make them feel better about themselves.

Yes. They are sychological murders. It should be a federal law but, the gov't has better things to do than deal with a bunch of kids.
