I think not. Unless the child is in a certain crisis/happening that would make them be away from the parent/gaurdian: Divorce, neglect, or any other problems that end up having the child being alone alot. If not, I see no need for children 15 and younger to have a phone.

Hmm, well I am 13 and I have a phone. I think you should have a phone at any age if you are not always with your parents. Even if it's just going to a sports practice, you still need a way to communicate to ask you parents something for EG.: if you want to get a ride with a friend or go to a friends house. These are simple examples.

I'm 14 and don't have a phone. But I don't see why not. It's always good to have a phone just in case. My friends somtimes would talk on their phone the entire time I was at their house and they paid no attention to me, make sure you don't do anything like that.

If they feel like they are mature and responsible enough to have one and not use it as a toy then I dont see a problem with it.
