No, it's not a religion. it's the term for when you do not believe in any god or any religion. It is still a belief system, specifically belief in science.
A church is defined as an association of people who share a particular belief system. So yes, a church of atheism can really exist.
The church of atheism was originally for weddings, as non-denominational (not affiliated with any religion) Ministers who perform marriage ceremonies often have many catholic and christian references in their dress and the in the ceremony they prepare. Even if it's requested that the ceremony be faith neutral. (Which can be extremely offensive to many atheists. I know if I requested a fair neutral wedding and the minister showed up wearing a dog collar I would be angry about it.)
It was actually from an incident exactly like the above that the idea for the church of atheism to be created came from. Of course, the Church of atheism also does funerals and commitment ceremonies and other ceremonies that are often otherwise performed by religious ministers/clergy members.
