It's up to interpretation, but I doubt it's telling you to disregard laws altogether, just to be loyal to God when faced with choosing between him and a human leader.
Even if it did say otherwise though, not following a god's commands doesn't mean you don't believe in it.

You were stating that it was a fact that the Bible was mentioning the Big Bang in Genesis and supported that with verses about light and water. You don't see the difference between these two situations?
