It's up to interpretation, but I doubt it's telling you to disregard laws altogether, just to be loyal to God when faced with choosing between him and a human leader.
Even if it did say otherwise though, not following a god's commands doesn't mean you don't believe in it.
Doesn't the bible say not to put the word of man before the word of god? That means that you disobey god every time you stop at a red light. Q.E.D. You're putting the word of man before God.

You were stating that it was a fact that the Bible was mentioning the Big Bang in Genesis and supported that with verses about light and water. You don't see the difference between these two situations?
