The reason why the bear was sent was because these kids knew who he was, knew he was a prophet of God, even knew who God was and mocked his name, thus mocking the name of God, why that doesent happen today?
Because Atheists wouldnt be here if you were attacked for mocking God.
It's not like these kids were militant atheists trying to attack the very foundations of the Judeo-Christian belief system.

And the answer to your next question? God is just in what he does, humans in some cases are not, a human can kill justifibely just as God can, but often we dont. We kill for our own personal reasons mostly.
Also your not looking at the historical perspective, Elisha was traveling through the Northern Kingdom, which was embraced as Cannan. This entire scheme was just a pedagogical tool for future generations.
