Captl Politician 1: "Man, we need to make sure the districts don't rebel again."
Captl Politician 2: "i know. let's make children murder one another. for leisure purposes!"
Capitl Politician 1: "How the hell will that help? That will make them hate us even more. And we already have this crappy economic system where twelve political sectors that HATE US each give us essential resources, that we NEED, or we crumble. I mean, couldn't we just threaten them with our nuclear weapons?"
Captl Politician 2: "we just blew up the district that gave us the nuclear weapons."
Captl Politician 1: "Why did we do that again...?"
Captl Politician 2:: "...they rebelled."
Capitol Politician 1: "Oh. Well, couldn't we have just taken them over with our military? Seriously, we have a fleet of aerial bombers and hovercrafts and whole armies of mutants, along with our hordes of military and police. Couldn't we have done that instead?"
Captl Politician 2: "well, we didn't."
Capitol Politician 1: "...what the hell is wrong with us."
