It depends on the time of year. Right now it is super cold where I live so I wouldn't wear shorts. But maybe I would wear a knit skirt with knit tights. But if you mean in the summer time I would wear a skirt. Skirts are so much more freeing than shorts, plus I can an even tan in them.
