there's a difference between anime and cartoons. they may both be made by any country, but anime is more life-like and not so... cartoonish. And most animes were based on mangas, but some went the other way around. I guess really hardcore anime fans would say they're nothing alike, but they are alike in lots of ways.
I personally like anime more.
