You must be stuck on the Manta Storm boss! If you're facing an absolutely humongous shadowy black manta that zaps you if you touch him, then that's Manta Storm you're fighting and here's a game walkthrough on how to beat it:

To stomp Manta Storm flatter than a pizza crust, the trick is to stay up high. It sticks to the ground so if you can get up a palm tree, or on top of a building, it'll have problems hitting you. Spray it with water from FLUDD and it'll break up into mini-mantas and you can damage them. If the mini-mantas attack you all at once, jump and spray them with water from the hover nozzle.

Super Mario Sunshine - Manta Storm Boss Bad Moves

Whatever you do, don't touch Manta Storm, the little mantas or the yellow-blue gunk they leave behind. It's all supercharged with electricity and will zap you good. If that happens, you'll need a video game cheat to get your health back!

Super Mario Sunshine - Manta Storm Boss Bonus Cheat

Speaking of cheats, here's a Super Mario Sunshine game cheat that'll help you out if you're battling Manta Storm. There's a 1-up Mushroom under a crate near where you entered the Manta Storm area. Munch on that and you'll get all your health back plus an extra life.
