You should judge someone based on their personality. Because you can't choose how you look, you can try to create an image with your looks but you can't choose them, you're born with them. But a person chooses their personality and that's who they really are.

In general, I would say personality, but that's really on a "friendly like" level. If you love someone, truly, truly love someone, you'd be attracted to them regardless of how they appeared. They could simply be a voice with no actual being. But as far as relationships go, you really shouldn't get involved with someone you have no attraction to or with somebody who is not attracted to you.
