The zombies eventually met some of their relatives, AND SOMEHOW RETAINED THEIR HUMANITY FOR NO REASON, and refused to kill them. They all embraced and started celebrating their new humanity.
The zombies didn't even get to a problematic stage even on a local level, and the whole situation of the epidemic didn't even really develop in any way whatsoever.
Still, the government eventually got wind of the incident and after a while the national guard deployed into the region and killed everyone, and then burned their bodies. Hence the story's name, "warm bodies".
