Dear Gary, How and where do you get Rayquaza?" so it's time for a

Pokemon Ruby/Sapphire video games on how to capture the incredibly powerful Dragon/Flying-Type Pokemon

Where is Pokemon Rayquaza Hiding?
Rayquaza is a super-powerful
Dragon/Flying-Type Pokemon and he's hanging out at one of the hardest places to get to in the entire game,
Sky Tower. You need to get all the way to the very top before you'll meet him. Good news though! We already have a walkthrough on getting to Sky Tower. It's right here.

How to Capture Pokemon Rayquaza
Ok, now you've met Rayquaza and the super-strong L70 dude just whupped your
fave Pokemon. It's time to plan your attack so you can capture him good 'n proper. Rayquaza is a
Dragon/Flying-Type Pokemon so, if you check out the
Pokemon Strength/Weakness Chart, you'll see that Ice and Rock attacks are strong against both types of Pokemon and that Dragon attacks are weak against
Ice-type Pokemon. So, grab a L70-ish Ice Pokemon and power up an Ice attack. That's a good start, but Rayquaza is still really powerful and can restore health in battle with the "
Rest" ability. To stop this from happening, use an attack that will put Rayquaza to sleep so it can't heal!
Capturing Pokemon Rayquaza Summary
Ok, so here are the key points to remember for when it's time to capture Rayquaza.
It's hiding at the top of Sky Tower.
A L70+ Ice Pokemon is the best to battle Rayquaza.
A L70+ Rock Pokemon is second best to battle Rayquaza.
